After innovatively withholding health insurance premiums as a strike breaking tactic, NStar’s new contract with workers merely raises employee contributions from 15 to 20 percent of premium by 2009 and increases retiree contributions for dental and vision care. It’s just cost shifting. The contract will do nothing to hold down overall costs or increase quality.
